Groveland Mine Solar is a major economic development opportunity that will create construction jobs and generate millions of dollars in tax revenue for local governments and schools. Circle Power worked with Dickison County stakeholders to put together a benefits package unique to this community.

The Circle Power Property Tax Guarantee
Local officials need reliable, predictable revenue streams to make smart investments in equipment and infrastructure and save for a rainy day. This is why we pioneered the Property Tax Guarantee, backed by legally binding agreements that establish a floor for tax payments to local entities once projects are constructed.
The Guarantee is a commitment to make revenue payments to local governments and schools over a project’s useful life, regardless of changes in state tax policy. The agreements do not cap revenue, but provide local governments with certainty that they will receive guaranteed revenues annually over the life of the project.
Investing in community, $195,000 and Counting
Scholarship Endowment for North Dickinson and Norway-Vulcan Graduates
The Groveland Mine Solar Scholarship Fund is a $50,000 endowment that provides annual scholarships for a graduate of Norway-Vulcan Area Schools and a graduate of North Dickinson County School. It is expected to provide each school with a $1,000 scholarship on an annual basis, with the amount expected to grow over time. Six students have received the Groveland Mine Solar scholarship since 2023.
Improvements at the Groveland Mine Ponds
The Groveland Area Improvement Grant is providing $25,000 for area sportsmen's organizations to invest in recreation and habitat improvement projects in the Groveland Mine Pond or Pine Creek Basin area. In 2025, the committee awarded funds to Wildlife Unlimited of Dickinson County and the Wild Rivers Invasive Species Coalition.
Township Recreation Facilities
The Groveland Mine Solar Township Grant provided a total of $75,000 to Felch, Norway, and Sagola Townships to invest in recreation projects of their choosing. Projects include a pickleball court in Felch; a pavilion in Norway; and improvements to Channing Park in Sagola. Construction is underway in 2025.
Equipment for EMS & Firefighters
The Groveland Mine Solar First Responder Grants are providing $5,000 to EMS and Volunteer Fire Departments in Felch, Norway, and Sagola Townships (for a total of $30,000) to purchase equipment for their organizations.
Community Giving for Veterans, Healthcare & More
Since beginning work on Groveland Mine Solar, Circle power has given more than $20,000 to community and regional organizations, including the Upper Peninsula Honor Flight, the D.J. Jacobetti Home for Veterans, Marshfield Dickinson Cancer Center, the Upper Peninsula Construction Council’s Building Trades Summer Camp, and more.
Proud Partners of the U.P. Building Trades
Circle Power and Groveland Mine Solar signed a letter of intent with the Upper Peninsula Building Trades Council to guarantee that the project will be constructed with union labor.
